In January 2000, Arcilia Acosta founded CARCON Industries in Dallas, Texas, driven by a shared vision to build more than just structures – we wanted to build a legacy for our community. We began with foundational projects, like the Cotton Bowl bathroom renovations and initial paving for DART, establishing our roots in infrastructure development. However, it was our deep involvement in the DFW TRIP project, and the enduring relationships we forged with DART and DFW Airport, that truly propelled our growth. Being a part of every DART railway line in Dallas isn’t just a project milestone; it’s a point of collective pride, a testament to our commitment to this city. As a certified M/WBE, we are determined to demonstrate that excellence and diversity go hand-in-hand.
From those initial infrastructure projects, we’ve grown into a multi-million dollar company, expanding into diverse sectors like education, healthcare, and industrial development. Projects like the Texas A&M Fort Worth Law and Education Building, and the TCCD 2019 Bond Program, showcase our capacity to tackle complex, large-scale initiatives. In 2003, we established Southwestern Testing Laboratories dba STL Engineers, North Texas’s only minority and woman-owned geotechnical engineering and construction materials testing firm, which allowed us to provide comprehensive, in-house expertise. This strategic expansion, always guided by our M/WBE principles, has been the cornerstone of CARCON’s collective success.
CEO and Principle in Charge
Ms. Arcilia Acosta is an entrepreneur, nationally recognized speaker, philanthropist, and mother. Ms. Acosta and her companies have won more than 45 national, regional, and local awards. She is a graduate of Texas Tech University and Harvard University Business School – Corporate
Governance Program.
With over 24 years of experience, Ms. Acosta excels as a high performing
leader with the business acumen and analytical skills needed to drive transformation. Ms. Acosta also has extensive for-profit and civic board
experience.
Vice President of Operations
Eric Koinzan is a Program Director with 33 years of experience in federal,
state, municipal, and commercial construction, serving as a Senior Manager
across the United States. His expertise encompasses pre-construction,
project management, estimating, safety, and stakeholder relationship
building. He has successfully managed diverse projects, including hospital
expansions, airports, light rail, bridges, tunnels, military dormitories, and
runway expansions. Notable clients include the Department of Defense,
Environmental Protection Agency, Federal Highway Administration,
Veterans Affairs, The Boeing Company, Department of Transportation,
UTSW, and Steward Healthcare. His proven ability to lead teams, manage
budgets, and ensure project safety makes him a valuable asset to any
construction project.
Chief Operating Officer
Carlos L. Acosta is the Chief Operating Officer at CARCON Industries and
Southwestern Testing Laboratories dba STL Engineers. He leverages his
extensive experience in energy, construction, and engineering to drive
growth for both companies. He holds a background encompassing
organizational development, strategic planning, and financial analysis
gained from early internships at Energy Future Holdings and Luminant.
He’s built up experience through management of IT, marketing, and
business development departments at CARCON and STL, focusing on
expanding the reach of CARCON’s program/construction management
services and STL’s geotechnical and quality management offerings within
the Dallas/Fort Worth region. His fluency in English and Spanish, coupled
with a B.S. in Psychology and Spanish minor from Texas Tech University,
supports his ability to build strong client relationships and contribute to
the leadership of the companies.
Chief Financial Officer
Marcos Acosta is an accounting director and has assisted in various finance
and accounting functions for industrial, civil, transportation, and aviation
projects. He has 5+ years of industry experience and excels in monitoring
capital expenditures, identifying cost variances, and ensuring procurement
compliance. Previous project tasks include managing invoices and
payments, and reviewing and negotiating contracts with subcontractors.
He has experience communicating with stakeholders at varying levels of a
project and team, and leverages his analytical skills to drive project
profitability and efficiency.

Through STL’s expert geotechnical engineering services, we ensure proper site evaluation and foundation recommendations, backed by their modern methodologies and proven field experience. Their construction materials testing capabilities complement our quality assurance process, providing thorough analysis and documentation of materials to maintain the highest standards of safety and compliance across all our project sites.
Bluebonnet Power, LLC is a 100% minority-owned company co-founded by Carlos and Marcos Acosta that specializes in engineering and delivering modular, parralleable battery energy storage systems (BESS) solutions. We specialize in integrating our mobile BESS product line with on-site generation systems for microgrids and scalable on-grid permanent installations allowing customers to leverage battery management to take advantage of peak shaving and load shifting. At Bluebonnet Power, we focuses on delivering innovative energy solutions geared towards integrating our BESS products with existing power systems and new renewable generation, positioning ourselves as a full-service energy management partner for each of our clients in the evolving energy landscape.
